Note on the condition of online polarization measurements in RUN-04

- The energy range (kinetic energy after correction on the online si 
  dead layer values)

     320-1000keV (in both rings)        0.00716 < -t < 0.0224

     This is kept for all the runs except the attenuator runs


 - Carbon timing cut 

     +/- 12nsec
