Polya Distribution


Gain fluctuation in proportional counters follows Polya distribution.

STAR TPC Simulator uses m=1.5 (W.G.Gong - gong@lbl.gov) as is recomended for multiwire proportional chambers (R.Bellazzini and M.A.Spezziga, INFN PI/AE-94/02).
Valeri Cherniatin (cherniat@bnlarm.bnl.gov) recomends m=1.38.
